E-Invoicing in Angola

What changed?

Presidential Decree No. 71/25 of 20 March 2025 established the new legal regime for invoices and tax-relevant documents in Angola. It introduces mandatory e-invoicing as a measure of tax modernization, fighting evasion and promoting transparency in commercial transactions.

E-invoicing consists of issuing, transmitting, receiving and storing invoices in digital format, through invoicing software certified by the General Tax Administration (AGT), guaranteeing the integrity, authenticity and legibility of documents.

Required in 2026

As of 1 January 2026, the following are required to issue electronic invoices:

  • Large taxpayers (so classified by the AGT)
  • State suppliers (entities providing services or goods to the Public Administration)

Required in 2027

As of 1 January 2027, the requirement extends to:

  • All companies and commercial entities in Angola, regardless of turnover or size
  • Including micro, small and medium businesses — every taxpayer must be ready
